The APB grants a 15-year extension to the Club Nàutic Portitxol concession

The Board of Directors of the Port Authority of the Balearic Islands (APB) agreed yesterday in a meeting held in the port of Palma, to grant an extension of 15 years to the Club Nàutic Portitxol. The agreement also involves modifying the concession to incorporate more than 12,000 additional square metres of water surface area, which will allow for the reorganisation and expansion of the club's dock and nautical services.

 

This extension means the concession will now run until 15 December 2040 and is linked to the club making a total investment of around ten million euros. The project proposed by the CN Portitxol foresees important actions in port infrastructures, including the reorganisation of the inner dock, the creation of an outer dock with new pontoons and a breakwater, a new dry dock, improvements in port facilities, buoyage systems, cleaning of drafts and plans for safety, health and environmental monitoring.

 

In terms of sport, the club is committed to strengthening its social and educational function, maintaining its focus on teaching sailing, promoting grassroots sport and social access to small boats, on a not-for-profit basis and at reduced rates. For the APB, this profile coincides with the model of installation that is intended to be preserved in the redevelopment of Portitxol.

 

Port-city integration

Port-city integration is another of the axes of the approved extension. The project foresees actions aimed at improving pedestrian connectivity, removing physical barriers and reorganising service areas to facilitate a more open relationship with the urban environment. Some of these actions may be coordinated with urban interventions planned by the APB itself on roads and promenades in the area.

 

In the environmental field, the Portitxol NC must implement advanced measures for waste management, quality control and environmental monitoring, as well as guaranteeing that any action that requires it has a favourable report on compatibility with marine strategies prior to the technical approval of the project.

 

With this extension, the APB guarantees the continuity of the sports and social services of the CN Portitxol, now adapted to the needs of the future redevelopment of the port area and the objectives of sustainability and environmental improvement set by the port authority.

 

The port of Palma puts out to tender the management of the Golondrinas terminal, where the Bus Nàutic will also operate

The Board of Directors of the Port Authority of the Balearic Islands (APB) agreed yesterday, in a meeting held in the port of Palma, to call a public tender for the management of moorings in the Local Traffic terminal for vessels popularly known as "golondrinas". The concession also includes the management of two moorings for the Bus Nàutic service.

 

The new concession, located on Palma's Paseo Marítimo, will only provide service to second list vessels, i.e. merchant vessels for the transport of people, and expressly excludes those included in the tourist register of the Consell Insular de Mallorca that allow them to organise parties or dances on board with music, known as Party Boats.

 

This decision, taken by the APB, responds to the commitment made by the port to the residents of the area, who in recent months have been referring complaints of noise and nuisance caused by some of the tourists using the golondrinas to the port authority. In line with this commitment, the APB plans shortly to approve a civic ordinance regulating the behaviour of people in the public areas of the port. The draft ordinance is currently on public exhibition.

 

The president of the APB, Javier Sanz, declared that "acts of vandalism, the feeling of being crowded and the poor image of the port and the city, are other complaints that residents have made to us and which, from the APB, we have set ourselves the task of tackling".

 

The operating surface area corresponds to the local traffic quay and the water body where the maritime excursion boats dock, which means a total of seventeen thousand square metres of port public domain. The concessionaire will have to provide two mooring places for the Bus Nàutic, the public service that the APB is going to set up to connect areas of the port of Palma with the city by sea. In addition to two other posts for transit vessels embarking and disembarking passengers.

 

Social activities 

As a novelty in this tender, the company awarded the contract will be obliged to programme cultural and family activities for all audiences with the aim of making the Local Traffic terminal more dynamic, especially in the low season. As a proposal, the tender documents include the possibility of offering free trips for children's groups, exhibitions, children's theatre with a port or maritime theme, among others.

 

In the evaluation of the bids, priority will be given to environmental improvements proposed by the winning bidder, such as the reuse of surplus construction materials, the installation of materials that favour the development of marine flora and fauna on the docks, electrical self-sufficiency or the self-generation of renewable energies in the installations, among others.

 

The term of the concession may not exceed ten years. The occupancy rate to be improved is €192,177.97 per year and the activity rate corresponds to four percent of turnover.

APB guarantees the continuity of the Royal Yacht Club of Palma

The Board of Directors of the Port Authority of the Balearic Islands (APB), meeting today in ordinary session, has approved the granting of an authorisation for temporary occupation (ATO) of a transitory nature to the Royal Yacht Club of Palma (RYCP). The measure will allow the club to continue carrying out its activity in the areas it currently occupies until the extension of the term and the extension of the concession for a total of 20 years is formalised in execution of the ruling of the High Court of Justice of the Balearic Islands.

 

The measure guarantees service continuity and provides full legal cover during the period in which the APB completes the administrative procedures arising from the court ruling.

 

Likewise, the Board of Directors has agreed not to lodge an appeal for reversal against the aforementioned ruling, fully accepting the content of the court’s pronouncement and thus facilitating its execution. In compliance with the court ruling, the APB will immediately initiate the necessary procedures to formalise the extension of terms and the extension of the RCNP's deed of concession.

 

Background

In 1978, the Royal Yacht Club of Palma was awarded the contract for the management and operation of the area destined for sports sailing at the San Pedro dock and the Contramuelle Mollet, a contract that has been amended several times.

 

As of 2015, the RCNP requested the extension of the term and extension of its deed of concession under the Consolidated Text of the Law on State Ports and the Merchant Marines. The APB agreed with the RYCP on the conditions under which the extension should be granted. However, the legal complexity of the case led to reports from the States Ports Office, the State Attorney's Office and the Council of State, whose divergent interpretations led to a protracted controversy and a halt in the extension of the deadline initiated by the APB.

 

In 2022, the club lodged an administrative appeal for administrative silence in response to its requests. In November 2025, the High Court of Justice of the Balearic Islands ruled to uphold the appeal and recognise its right to the extension of the concession period and the extension of the concession under the terms agreed with the APB.

 

Following the ruling, and at the request of the RYCP, both parties have agreed to continue the procedure to enforce the sentence. In this context, and in order to avoid the interruption of the activity before the expiry of the current ATO on 31 December 2025, the APB has decided to grant a new temporary authorisation while the processing of the definitive concession deed is completed.
