The process to define the future transformation of the port of Palma has sparked considerable interest in the sector. A total of 13 multidisciplinary teams, made up of 42 foreign, domestic and local companies of recognised prestige, have entered the competition called by the Balearic Islands Port Authority (APB) to draft the Master Plan for port-city integration, a strategic initiative that will lay the foundations for the reorganization and modernization of the port area in the coming decades.
These multidisciplinary teams have a solid track record in high-level urban and port projects, having participated in transformations of waterfronts and high-profile urban redevelopments both in Spain and in other countries, which underlines the scale and importance of this competition to define the future of the port of Palma.
A two-phase competition
The bidding process is structured in two phases. In the first stage, the APB will evaluate the submitted applications and select a maximum of five teams from the thirteen proposals received. This selection will be made within a maximum period of three months and will take into account criteria such as the experience of the teams in similar projects, the professional track record of the members and the quality of the work carried out previously.
In the second phase, the five selected teams will have to develop a technical and economic preliminary project that proposes different solutions for the reorganisation and transformation of the port of Palma. Each proposal will be evaluated considering criteria of technical quality, functionality, environmental sustainability, financial viability and capacity for urban integration.
The expectation is that the selection and evaluation process of the proposals will allow the final preliminary project to be available by the beginning of 2027, at which time the technical and urban planning terms and conditions of the port's transformation will be defined. The team finally selected will be in charge of developing the Master Plan, which will establish the roadmap for the reorganisation and evolution of the port of Palma in the coming decades.
A strategic project for the future of Palma
The Port-City Integration Master Plan is one of the strategic initiatives promoted by the APB to redefine the relationship between the port and the city in the port of Palma. The project proposes a comprehensive transformation of the port area, with the aim of improving its urban integration, strengthening its operational efficiency and moving towards a more sustainable model that is open to the public.
The initiative plans to reorganise approximately 400,000 square metres of the port, creating new spaces and uses that will allow port activity to be compatible with the opening of areas for use by the general public and the improvement of the connection with the Palma seafront.
This process is the result of an extensive prior dialogue with more than 60 economic, social and institutional stakeholders, which has allowed us to define the foundations of the project and gather contributions from civil society.
